Wearing Loose Shirt To Cover The Chest Area Of Women
If a woman wears a loose shirt but the size or shape of the chest is still visible, but not as visible as it would’ve been if she were wearing a tight shirt, will it be compulsory for her to wear a second cloth over it?

Usually it is the thin or tight clothes which reveal the body parts in a way which goes against the spirit of Hifz-e-Furuj. Loose clothes usually do not reveal the body parts in the same manner and fulfil the objective of the Quranic directive. But if they do somehow reveal the shape of the body parts according to the wearer, then it will be advised to cover them with another cloth.

This is what a woman has to decide, keeping in view the cultural norms, if the covering is sufficient or not.
There are levels from minimum covering to the best covering.
In every practical matter, the grey areas in between the black and white has to be decided by by the people.
