Does there have to be only one head of the house? If both husband and wife are earning then is it possible?

It is not earning which makes husband the head, it is responsibility of earning for the family which makes him the head. Having a responsibility means you will not be given any leeway and will be held accountable if you do not fulfil your responsibility appropriately. It is this responsibility which commensurate with being a head of family as well. A state or an institution can never run with two heads.
