    In my views as a student, there is no distinction between religious or worldly affairs. Whatever we do has implication on our lives in here and in the hereafter. That’s why whatever we do is supposed to be done with a God conscious mind (the “why” part should always be to excel in good works). Except for prayers, fasting, hajj etc. where we have to follow sunnah, the “how” part is flexible as long as it’s done with Adl o Ahsan.

    Formation of Government can be done by any means i.e. through dictatorship or through democracy. Islam has advised Musims to run their state of affairs on the basis of mutual consultation (this directive has it’s own context). That means, wherever there are Muslims living in majority, they’re advised to form Government under principle of mutual consultation, of which democracy is the best manifestation. Government is formed to protect rights of its citizens and to protect them from any kind of oppression. This is common for all the governments (whether having Muslims leaders or not). If this is done by Muslim leaders in their capacity as Muslims, they will earn reward for that as well. And in additon to that, Muslim leaders are asked to implement other religious injunctions like implementstion of Islamic punishments, initiation of Jihad if required, and collection of Zakat.

    Participating in government is not obligatory on a Muslim just like becoming a doctor is not obligatory. However, if one sees an opportunity to help others through a role in government (or in medical profession) he can do it by all means with an intention to help others and please God.
