Usar (‘undue difficulty‘) is a prerequisite for relaxation in prayers (whether it be combining of prayers or doing qasar).
There is a famous narration from Ibn-e-Abbas (rta) in Sahih Muslim which does give an impression that this relaxation is not subject to any conditions. But when seen in the framework of Quran and Sunnah, those ahadith are also subject to usar.

If one combined two salahs without usar then one’s salah was valid or not. And if not valid then what to do for manage it?

If previously one was doing it under wrong understanding then there’s no blame on them. One should see in the future to comply with this requirement.
