Why using wet towels that contain water and antibacterial contents do not fulfill its requirements even though they make skin wet and clean it perfectly? Why running water is a requirement for wudu?

Running water is not a requirement for wudu.

Wudu is an act of worship and we should follow all worship rituals in form as well as spirit as they have been taught to us by God through His last Prophet (SAW).

Generally, in case of an undue difficulty we can make ijtihad, and temporarily adopt ways of worship that we find possible while still keeping the spirit intact. However, in case of wudu we have also been taught tayyamum when water is not available. With that, there remains no practical reason to use wet wipes in order to perform wudu.
