To Whom Does The Hadith About "Qata-e-Taluq" Apply?

As’salamualaykum,
Do we have to compromise to the people or authorities who does oppression and religious persecution.
Example: People in afghanistan might feel that beard is not necessary to be a muslim but still the government there tortures and oppresses people for not keeping a beard.
Based on the guidance of quran verse (as stated by ghamidi sir in below video) – That in compromise their is khair, should they compromise with the government and forgot the persecution and oppression.
This direction of maintaining ties relate to relationships at a personal level. The Quranic verse being referred to in the video above is also talking about familial relationships specifically of that of a husband and wife [1]. Secondly, it is a recommendation, not a directive.
This specific Hadith does not mean that one should condone any injustice and oppression being done by the other person, rather it means that relationship should not be cut off completely. One can retain a respectable distance from the other person and still maintain a formal relationship with them. (Please see: Discussion 40791 • Reply 41104). As for the matters at a state level, that is a different requirement. If a person is being persecuted because of his religion then it is a requirement of faith to migrate from that place to a place where there is freedom to practice one’s religion, provided such a place is available and one can migrate to it. In such matters, any failure to migrate will make one accountable in the sight of Allah. In this scenario, the only compromise that is allowed is when one is forced to say ‘kalma kufr‘ or forced to commit an otherwise prohibited act, in these scenarios Muslims are allowed to commit prohibited acts to save their lives.
“They ask your verdict about women. Tell them that God gives His verdict about them and those women whose rights you do not want to fulfill but want to marry them, the directives which are being given about their orphans in this Book, about these [directives] and about [other] helpless children also [that O people! fulfill the rights of women in all circumstances] and deal justly with orphans [in all circumstances] and [remember that any other act] of virtue that you do is in the knowledge of God. And if a woman fears revulsion or neglect on her husband’s part, there is no blame on the two of them if they arrange a compromise between themselves [because] a such a compromise is best. And, [you well know that] greed is found in the nature of people. But if you deal kindly and practice self-restraint, God knows all that you do”. (Quran 4:127-128)
