Government in Pakistan does not form with voting of People.

it is against the teaching of Quran to forcefully rule without the consent of People being ruled.

That’s Why, I don’t accept Government Thus any rules and regulations.

In Islam, Zakat on income earned by hardworking is 5 percent.

If I keep paying 5 percent Zakat, I am not bound to pay any further taxes.

Since, I don’t accept Government Thus not Violating any Agreement nor violating the right of other person.

That’s why, Saving tax will be considered Illegal according to Government but is not against Islam.

There is a difference between exploitation of the loopholes in laws and blatant violation of those laws. The former is acceptable as long as it is being done within bounds of those very laws and without using any unethical means while latter is not allowed and explicitly Haram unless there is Iztirar.
